Is there a reliable cure for a dull, yet continuous headache?
I’ve tried increasing hydration, getting a little extra sleep, and pain-killers. Some have helped a bit, but none have done away with my headache for good, not even temporarily.
So is there a cure for this, or should I go see a doctor?
I only used pain medication twice.
I always thought migranes were for more severe headache. Mine is so dull, it’s more annoying than painful.

If you are taking painkillers on a regular basis for your headache, you may be having what’s called a rebound headache. A rebound headache is caused by taking pain medicine too much or too often. If that’s not the case, and you don’t usually have headaches, I’d see a doctor just to be sure. Good luck!
I think you should visit a doctor. You might have a migraine problem. You might need a bit of a stronger pain-killer for you problem.
Also sometimes people get headaches from being dehydrated so try drinking some more water it might help.
